Operations and Maintenance (O&M) Superintendent

PRIMARY PURPOSE:
Provides leadership and direction to the facility’s operation and maintenance technicians. Responsibilities include, but are not limited to: monitoring plant operating performance; overseeing environmental compliance; maintaining all plant equipment including mechanical, electrical, instruments and controls, preparing the necessary operating and outage reports; establishing and administering the O&M budget, and coordinating all contractor activities.
RESPONSIBILITIES/ACCOUNTABILITIES:
May be responsible to perform a combination of the following duties based upon dual job assignment.
Technical Responsibilities:
- Plans, organizes, and controls, work integration of the maintenance and operations staff. Develops and implements short and long term plans, goals and objectives focused on achieving the department’s mission, work standards and assigned priorities.
- Prioritize and delegate projects and tasks to the operations & maintenance personnel to ensure an acceptable back-log of work-orders, work is properly distributed, and all personnel are being exposed to the various functions in the plant thus promoting the experience level of the staff.
- Use discretion and independent judgment in the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems. Perform Root Cause Analysis as required to complete appropriate incident reporting.
- Applies process improvement and quality management principles to assigned areas of responsibilities, such as renovation functions of the facilities, and preventive maintenance programs. Ensures the efficient and effective of functioning of the installation, repair and reading of equipment.
- Supervises the operation of power-driven equipment and assures compliance of safety rules. Inspects and evaluates work being performed, identifies problem areas and directs remedial action.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Performs routine site inspections before/after work completion; approves completed work.
- Coordinates availability of equipment/materials needed for projects.
- Recommend equipment maintenance to ensure reliable, efficient operations.
- Coordinates project activities with outside contractors, if applicable.
- Communicate and develop any changes in policy, methods, computer operations, equipment needs, etc as they pertain to departmental operations and activities.
- Assemble information and create written reports and documents in a concise clear and effective manner.
- Review and approve daily operating reports, which may include: billing and receiving reports.
Safety and Environmental Compliance:
- Promote a safe working environment and ensure that all personnel and contractors follow plant and company safety procedures and policies.
- Oversee the safety activities to ensure compliance with all OSHA required training and activities.
- Oversee all environmental compliance activities including the preparation of quarterly and annual reports. Interface with consultants, as needed, in the completion of environmental projects.
- Schedule safety meetings, training, and assign safety meetings topics.
- Maintain a working knowledge of chemistry as it relates to plant operations as well as environmental and water treatment programs and statutory regulations.
- Submit requisitions for needed safety equipment and supplies.
Management:
- Maintain compliance with all company policies, procedures, and contractual requirements.
- Develop training programs for the operations and maintenance personnel and encourage the staff to cross train to ensure value is created by adding skills to create a more flexible and productive plant environment.
- Provide coaching, training, and development opportunities for the team to ensure appropriate skill sets are maintained and personnel are qualified for the activities with which they are being asked to perform.
- Directs the work of supervisors and skilled and semiskilled trade’s employees at the facility.
- Plans, manages and evaluates staff performance; establishes performance requirements and personal development targets for assigned staff; regularly monitors performance and provides coaching for performance improvement and development.
- Recommends compensation to Asset Manager / Plant Manager and provides other rewards to recognize performance; subject to management concurrence, takes disciplinary action to address performance deficiencies, in accordance with company’s personnel rules and policies.
- Provides leadership and works with staff to develop and retain highly competent, customer service oriented through staff selection.
- Formulates budget for operations and maintenance departments.
- Lead the effort to identify problem areas in the plant where there are repeat problems, inefficiencies, or unsafe areas. Once identified prepare capital project suggestions with appropriate cost benefit analysis’.
SKILLS/COMPETENCIES:
- General understanding of principles and practices of supervision
- Strong leadership styles and skills that instill team concepts.
- Strong working knowledge of plant safety practices and procedures.
- Detailed knowledge of operating theory and practice for power plant equipment, including boilers, turbines, generators, pumps, valves, motors, transformers, and other electrical equipment.
- Strong skills and knowledge in methods, practices, tools, and materials used in maintenance of power plant equipment, including boilers, turbines, generators, pumps, valves, motors, transformers, and other electrical equipment.
- The ability to instruct and coach others.
- General knowledge to review or check the work products of others to ensure conformance to standards. Able to read blueprints, schematics, and other drawings.
- Strong mathematical skills and accounting principles to estimate labor or material costs from work plans.
- Produce clear and concise written documents.
- Strong computer skills, including the use of word processors and spreadsheets, and knowledge of computerized maintenance and operations management systems.

DEGREE/CERTIFICATIONS/LICENSE/EXPERIENCE:
- Bachelor’s Degree from an accredited university, preferably in an engineering discipline and a minimum of eight years experience working in a power plant maintenance and/or operational environment. Experience will be considered to offset degree requirements.
- Skilled experience in one or more of the building trades, including five years of supervisory experience.
- Advance knowledge of power plant operations and maintenance. Bio-mass (Wood fired) experience preferred.
- Will have a proven record of maintaining positive employee relations, motivation, and productivity.
- Will have an excellent ability to plan direct, train, and support the work of others.
- Good knowledge of environmental and safety laws and requirements applicable to power plant operations.
